North Carolina placed 2nd, up from 3rd place last year.
Site Selection compiles the list based on the number of announced capital investment projects reflected in the Conway Projects Database, as well as several other measures of state attractiveness to businesses.
To be counted, capital projects must be from the private sector and meet one or more of these criteria:
Site Selection says half the overall ranking is based on a survey of corporate site selectors asked to rank their top 10 state business climates based on their experience of establishing or expanding facilities in them.
North Carolina ranked #1 on their competitiveness rank and new plant rank, as well as #2 on the Executive Survey.
